Whole Consulting supports coalition building, management and strategy for multiple broad coalitions focused on state legislative change.
About the Founder
Danica Rodarmel is an attorney and policy consultant whose work centers on challenging and changing unjust criminal laws and creating a world where wellbeing and healing are truly accessible for all people. Danica’s family has been deeply impacted by violence and the criminal legal system, which has led her to devote her life to personal and collective healing and transformative forms of justice.
Prior to founding Whole Consulting in 2021 Danica worked as the San Francisco Public Defender State Policy Director, Lawyers’ Committee for Civil Rights Equal Justice Works Legal Fellow, and Women’s Policy Institute Criminal Justice Team Fellow. In these positions she worked on the following projects and campaigns:
Gang Enhancement Reform: AB 333 (Kamlager) (2021)
Resentencing Reform: AB 1540 (Ting) (2021)
Increased Juror Pay: AB 1452 (Ting) (2021)
$150 million dollars in state funds for indigent defense (2021)
Served as legal counsel on the complex habeas case against San Quentin State Prison for the massive COVID-19 outbreak resulting in a finding of an 8th Amendment violation by prison administrators (2020-2021)
Pioneered the application of consumer protection law to bail bonds contracts in California, and through direct legal services discharged over $400,000 in bail bonds debt. (2017-2020)
Created and managed The Bail Clinic providing free legal services, as well as engaging in litigation and policy projects centered on reforming the California money bail system and challenging bail bonds companies. (2017-2020)
Danica graduated from the University of California, Berkeley, School of Law with a Juris Doctorate in 2017. During her time there, she was a Clinical Law Student at the Berkeley Law Policy Advocacy Clinic and East Bay Community Law Center's Clean Slate Practice. Danica has worked on a variety of criminal legal issues spanning from providing criminal record expungement services to organizing some of the first large scale Prop 47 implementation events, to facilitating Restorative Justice processes.
